    At the arraignment you were then told that your case was dismissed. Based upon this you were charged with a crime, a complaint was issued, and the prosecutor then dismissed the case. If that is correct as to what you are saying, then, yes certain background checks look to see if a person has been charged. Others only look for convictions.
